Designing a quality system for cosmetics manufacturingA quality system is crucial in the manufacturing of cosmetics to maximise product quality outcomes and maintain compliance, be it with local or international regulations. The essence of this is outlined in a white paper by John Garvey, CEO of Compliance Architects.

Entitled Quality System Design for Cosmetics Product Manufacturing, the white paper outlines key points in the US Food and Drug Administration’s thinking and expectations surrounding quality and control approaches when manufacturing cosmetics for the US market. This is highly relevant to South African manufacturers as the South African Health Products Regulatory Authority (SAHPRA), launching in April 2017, is likely to adopt a similar business model to the FDA therefore regulating cosmetics in a comparable way.

Garvey refers to the FDA’s June 2013 Guidance for Industry, Cosmetic Good Manufacturing Practices in his white paper and discusses how the guidance incorporates principles of ISO 22716 as part of the international harmonisation effort with the International Cooperation on Cosmetic Regulations.

‘To address the FDA’s “new” expectations and deliver business operating performance, a cosmetics manufacturer needs to have a quality system in place to drive business processes. This will also control the operations that will ensure compliance with FDA’s expectations,’ he explains.

This white paper will help manufacturers of cosmetics to understand the basic elements and structure of a cosmetic quality system, and the five phases of designing and implementing one. It also focuses on how these elements tie in with the FDA’s Guidance on Cosmetic Manufacturing, and will equip manufacturers to develop an implementation plan to ensure success with their quality system development initiatives.
